What actually changes for you as an EU client between the two?

Leverage is capped identically: 1:30 for retail clients under ESMA. What differs is the entity you land with. Alongside ASIC, FCA and CySEC, Pepperstone holds a BaFin licence (151148) and therefore a German authorisation. IC Trading onboards EU clients through its CySEC entity; the 1:1000 is available only via the Seychelles entity.

Which account type is the relevant one for running EAs?

On both sides, practically only the raw variant with a separate commission. Pepperstone's standard account builds costs into the spread and is considerably more expensive for active EAs; at IC Trading the commission-free standard account widens the spread to around 0.8 pips.
